REHEAL carried out an Open Market Consultation to engage suppliers, innovators, healthcare providers, researchers, and other stakeholders in shaping the future Pre-Commercial Procurement process.

About the Open Market Consultation

The OMC supports early dialogue with the market to refine the REHEAL Challenge, validate requirements, and ensure that the upcoming PCP process is aligned with real-world capabilities, needs, and opportunities.

The Open Market Consultation for REHEAL was formally announced through a Prior Information Notice (PIN) published on Tenders Electronic Daily (TED) on 22 December 2025, reference 850409-2025.

Participation in the OMC is entirely voluntary, does not create rights, confer advantage, or guarantee eligibility in any subsequent PCP tendering process.

All information, insights, and Q&A arising through the OMC will be shared openly and systematically on this website to ensure equal access to all participants.

REHEAL OMC Document

The OMC Document sets out the current articulation of the REHEAL Challenge and explains the proposed approach to a potential future Pre-Commercial Procurement (PCP) under Horizon Europe.
