What is the purpose of an OMC?
REHEAL is implementing an Open Market Consultation (OMC) approach to initiate dialogue between healthcare providers, suppliers, innovators, and other stakeholders interested in circular healthcare supply chains.
The OMC supports early interaction with the market, helping to refine the REHEAL Challenge, validate requirements, and ensure that the upcoming PCP process is aligned with real-world capabilities and needs.
REHEAL will carry out an Open Market Consultation through a series of dedicated activities designed to:
Raise awareness among potential suppliers about upcoming pre-commercial procurement opportunities within the REHEAL project
Provide a clear and detailed explanation of the pre-commercial procurement approach
Engage in an open exchange with market participants on the project’s proposed scope and technical requirements
Support networking and matchmaking between suppliers interested in forming consortia capable of addressing the full range of needs identified by the REHEAL procurers
REHEAL OMC
The Open Market Consultation for REHEAL has been formally announced through a Prior Information Notice (PIN) published on Tenders Electronic Daily (TED) on 22 December 2025, reference 850409-2025. The information below provides practical details about how to participate in the OMC, in line with the PIN.
Participation in the OMC is entirely voluntary, does not create rights, confer advantage, or guarantee eligibility in any subsequent PCP tendering process.
All information, insights, and Q&A arising through the OMC will be shared openly and systematically on this website to ensure equal access to all participants.

REHEAL OMC Document
The OMC Document sets out the current articulation of the REHEAL Challenge and explains the proposed approach to a potential future Pre-Commercial Procurement (PCP) under Horizon Europe.
It provides:
A summary of the Challenge and its system-level components
An outline of the proposed fast-track PCP structure
The timeline and process for the Open Market Consultation
The Request for Information (RFI) survey template
The Challenge Definition included in this document is issued for consultation purposes and may be refined following analysis of market feedback.

Request for Information (RFI)
As part of the Open Market Consultation, REHEAL invites organisations to submit input via the online Request for Information (RFI).
The RFI gathers structured feedback on:
Market capability
Technical maturity (TRL)
Regulatory feasibility and standards considerations
Data interoperability approaches
Indicative development timelines and cost considerations
Feedback on the proposed PCP structure
Participation is voluntary and non-binding. All responses will be analysed in anonymised and aggregated form and will inform the next phase of the project.
Suppliers are strongly encouraged to review the OMC Document before completing the RFI. The OMC Document contains a PDF version of the full survey, enabling organisations to review all questions in advance and prepare their responses ahead of online submission.
